Avec en toile de fond un renforcement des préoccupations sécuritaires dans le cadre de la pénalité contemporaine (Feeley et Simon 1992 ; Garland 2001), cet article prend pour objet le rapport d’enquête administrative rédigé suite à un incident tragique survenu récemment en Suisse romande (« le drame de Payerne »). Il se fixe pour but d’analyser le fonctionnement discursif de cet écrit et les effets performatifs de la scénarisation de la production de la sécurité qu’il organise sur les pratiques d’intervention socio-judiciaires.
Vor dem Hintergrund eines verstärkten Sicherheitsbedenkens im zeitgenössischen Strafrecht (Feeley und Simon 1992; Garland 2001) thematisiert dieser Artikel den administrativen Untersuchungsbericht, der nach einem tragischen Vorfall in der Romandie («das Drama von Payerne») verfasst wurde. Er zielt darauf ab, die diskursive Funktionsweise dieses Dokuments und die performativen Effekte des Skripts der Produktion von Sicherheit, welches es organisiert, auf die sozialgerichtlichen Interventionspraktiken zu analysieren.
Against the backdrop of a strengthening of security concerns in the context of contemporary penalties (Feeley and Simon 1992; Garland 2001), this article takes as its subject the administrative investigation report written following a recent tragic incident in French-speaking Switzerland (“the Payerne drama”). It aims to analyse the discursive functioning of this document and the performative effects that the scripting of the production of security, organised therein, has on socio-judicial supervision practices.
